The Academic Staff Union of Nigerian Universities (ASUU) is planning to end the ongoing five-month strike mid-January next year, a faction of the University of Lagos (UNILAG) chapter alleged on Monday.The faction, however, insisted that the closure of Nigerian universities by the lecturers must end this week.Leader of the faction, Dr Adeyemi Daramola, a lecturer in the Department of English, Faculty ofArts accused the body of assuming oracular posture on the strike.According to him, "The position of ASUU has not demonstrated original function of its rules which says "reports on agreement from the union universities' branches should be collated and announced"."ASUU-NEC has assumed an oracular posture by its very poor communication to members, government and the Nigerian society."The target of ASUU is to call off the strike by mid-January of 2014 which is no longer a rumour in the domain of its members. We have postponed other meetings of this pressure version of UNILAG"If necessary, we shall take all legitimate steps to ensure that normalcy is restored to all the Nigerian universities as soon as possible, as the group would not accept the rumour of a resumption date fixed for January, 2014. Abouttwo universities' academic calendar have beenwasted on strike, including lecturers' four months salaries lost."Another leader of the anti-strike faction, Dr Michael Ogbeide of the History Department told the Nigerian Tribune on phone that "the ASUU strike had become nonsense and must be stopped. A lot of our members also believe so but are afraid to speak out."He assured that the faction would keep pressurising the leadership until the strike is called off.When asked the next line of action if UNILAG ASUU leadership did not accede to the faction'srequest, he said "as an historian, in war, you don't divulge your strategy before hand."Early on Monday morning, there were rumours that the Unilag ASUU had decided to withdraw from the strike, but this was debunked by some members of the union, though it was confirmedthat there was a split among the members, withDaramola's faction reportedly kicking against the institution's continued participation in the strike.According to a source who pleaded anonymity,the congress actually turned out disorganised and divided, as some members, during the meeting began to protest, demanding UNILAG's withdrawal from the strike.It was learnt that after the meeting became rowdy, the two factions later held separate meetings, with both reportedly resolving to maintain their postures.
The Academic Staff Union of Universities has asked for an autopsy to determine the actual cause of the death of its former president, Prof. Festus Iyayi, our correspondent learnt in Benin,Edo State, on Monday. the varsity teachers' union is said to be suspecting foul play in the death of Iyayi who died after his vehicle was involved in anaccidentwith a vehicle in the convoy of the Kogi State Governor, Capt. Idris Wada (retd.), on November 12.ASUU's suspicion that the cause of Iyayi's death could not have been the injuries he sustained in the accident was said to have been fuelled by an object, which reportedly pierced through the late activist's body.The University of Benin chapter of ASUU, in a statement on Monday, said,"Prof. Festus Iyayi did not just die in an accident, but was wilfully murdered by the state and its agents."At the appropriate time ASUU and Prof. Iyayi's family shall demand concrete answers from the state for his murder."The statement, which was signed by the union's chairman and secretary, Dr. Anthony Monye-Emina and Okeri Henry, respectively, said it was aware that there were deliberate steps by the state and its agents to distort facts of the accident as it happened.It stated,"This started with the reckless and irresponsible press statement that was issued by the Kogi State Government to try to explain away the killing of Prof. Iyayi, and there are further attempts to conceal and distort available evidence. We shall of course meet them with the facts."Warning state officials to stay away from Iyayi's funeral rites, ASUU said, "Iyayi's family are capable of giving the late professor the befitting burial he deserves."It also served notice that "Governor Idris Wada and those ancilliary to the accident will be made to face trial for the murder Prof. Iyayi."Commenting on the development, Iyayi family spokesman, Prof. Robert Ebewele, said that theissue of autopsy was ASUU's affair and that thefamily would go ahead with the burial already slated for the first week of December.
According to reports from the Nigerian Eye, Nigerian university lecturers have agreed to end the five-month old strike, if the federal government says yes to three of it conditions.These conditions will be made known to President Goodluck Jonathan today and if all parties come to agreement, the strike will be called off.ASUU has forbidden its local chapters and zonal chairman from talking to the media, until the end of the session. But a source, who was part of the ASUU session, which was held at Mambayya House in Kano, revealed the conditions as:•Commitment from the President that any review or reconsideration or renegotiation of the 2009 Agreement will not substantially affect the pact which is the cause of the ongoing strike;•Immediate payment of all outstanding salary arrears and allowances of varsity teachers without victimization; and•A written commitment from the President that the Federal Government will commit N225billion annually to the funding of universities for the next four years.There is a fourth condition, which is said to be “personal” to ASUU.The source said: “Our leaders are meeting with the President on Monday to table these conditions. Once the President accepts these three terms, the strike will be called off.“In principle, members voted about 60-40 per cent to call off the strike, but they added a caveat – that ASUU leaders should extract a commitment (signed and sealed) from the President.”It became imperative for ASUU to makes these demands, as it became obvious that the FG wanted the 2009 Agreement to be renegotiated.“If ASUU had accepted to renegotiate the entire Agreement , it means there will be no basis for the ongoing strike. The worst that can happen is either having the abridged version of the 2009 Agreement or a phased implementation of the document,” the source added.
President Goodluck Jonathan on Sunday said he has received the report of the three-member administrative panel of enquiry set up to probe the Aviation Minister, Stella Oduah's role in the purchase of two bullet proof cars.The President had in October instituted the panel to probe the procurement of two bullet proof cars by the Nigerian Civil Aviation Authority, NCAA, under the directive of Mrs. Oduah. The two cars were allegedly bought for N225million.The panel was asked to investigate the minister's role in the procurement and to determine if due process was followed in the procurement of the vehicles.The three-member panel, chaired by the immediate former Head of Service of the Federation, Isa Bello, also has the National Security Adviser (NSA), Sambo Dasuki, and Dick Iruenebere as members.Speaking to State House correspondents on his arrival at the presidentialwing of the Nnamdi Azikiwe Airport, Abuja, the president was silent on the state of the report or whether government had decided to act on it.A separate investigation by the House of Representatives had indicted Mrs. Oduah for the purchase and allegedly called for her removal and prosecution.Several lawyers, activists and other Nigerians have also called for Mrs. Oduah's removal and prosecution following the scandal.Thanks Nigerians on illnessAlso at the airport, Mr. Jonathan thanked Nigerians for the show of love and concern towards him over his health issues; saying "I had health challenges, we thank God again because (of) the concern showed by Nigerians.""First let me thank and appreciate Nigerians for the show of love and concern. FG to Increase Tariffs on Imported Cars by 50 %The Federal Government has raised tariffs on imported cars and buses, with the increase in tariffs on both new and used cars reaching 50 per cent. The increase will take effect from January 2014.Imported fully built unit (FBU) cars, which total tariffs stood at 20 per cent in the past, will now attract 35 per cent duty and 35 per cent levy, totalling 70 per cent charges.The new policy was contained in a memo issued by the Coordinating Minister for the Economy and Finance Minister, Dr. Ngozi Okonjo-Iweala, which was sent to the Comptroller-General of Nigeria Customs Service (NCS), Dikko Inde Abdullahi, in which the minister also stated that the duty on buses had also been raised from 10 per cent to 35 percent without levy.FG aims at cutting down importation of automobiles to encourage production of cars and buses in the country. The government also hopes this would create an environment to support existing assembly plants and attract other Original Equipment Manufacturers who have expressed interest in NigeriaAs part of the policy, local auto manufacturers will no longer pay duties or levies on their Completely Knocked Down (CKD) sets imported from their overseas partners while Semi-Knocked Down (SKD) components for the local production of vehicles shall attract only five per cent duty without levy."We welcome the initiative. It was long overdue. This is one policy that will help the local industries discover themselves," said Stallion Motors spokesman, Mr. Manny Philipson, who spoke with LEADERSHIP correspondent on the issue on November 21, 2013, Thursday.With the policy becoming effective in January next year, prices of imported cars and buses are expected to rise astronomically as a result of the increased import duty.Analysts predict as much as 250 per cent rise in prices of imported vehicles.Some importers have expressed fears that the new policy could promote smuggling activities.The minister's directive dated November 14, 2013, was also sent to Federal Inland Revenue Service, destination inspection service providers at the nation's seaports and airports, namely Cotecna Destination Inspection Limited, Global Scan System and SGS Nigeria Limited.It stated that the approval for the introduction of the new fiscal measures was granted by President Goodluck Jonathan.
The striking members of the Academic Staff Union of Universities, ASUU, Adekunle Ajasin University, Akungba-Akoko chapter, Ondo State and the university authorities are on a collision course over a directive that the students should resume for lectures.Gates to the nation's public universities have been shut in the last 144 days due to trade dispute between ASUU and the Federal GovernmentRegistrar of the state-owned university, R. B. Olotu in a statement in Akure directed the students to resume on Monday, November 25 for the second semester 2012/2013 session.But in a swift reaction, the ASUU Chapter of the university dissociated itself from the purported resumption of academic activities in the university.The Chapter's chairperson, Busuyi Mekusi in a statement asked members to disregard the directive.Mekusi said: "ASUU Adekunle Ajasin University, Akungba Akoko Branch, wishes to dissociate itself from the purported resumptionof academic activities in the university, as its members are still part of the ongoing national strike by the union."Members should, therefore, disregard any pullto abandon the struggle, and be steadfast until the present position is reviewed by NEC." The union also wants to make it abundantly clear that it would resist every tyrannical propensity to intimidate and harass its members."The Registrar in his statement entitled: 'Resumption for the 2nd semester 2012/2013 session' directed all the students of university to resume."All the students of Adekunle Ajasin University, Akungba Akoko, Ondo State, are hereby informed that academic activities of the secondsemester of 2012/2013 session truncated as a result of the ASUU national strike are to resumeon Monday, 25th November, 2013 with the continuation of registration on the University portal (http://portal.aaua.edu.ng)."Lectures are to start on Monday, 2nd December, 2013It will be recalled that the Vice Chancellor of the University Prof. Femi Mimiko had about a month ago expressed worries over the continued closure of the university by Ondo State.Prof. Mimiko threatened that he would recall the students if the four month old strike action was not suspended.
Nigeria's President, Goodluck Jonathan, has reportedly remained hospitalized at an undisclosed London hospital to which he was taken early today after complaining of chronic stomach pain."The President woke up to get ready for the business of the day only to complain of seriousstomach pain", one presidency source said.The personal doctor to the President, Fortune Fibresima, reportedly administered some medicines but as the pain escalated, Mr. Jonathan was reportedly rushed to a hospital. Presidency officials hoped he would be released to participate at an Investor's Council Meeting taking place at the Hilton Hotel in Central London, about five minutes from the InterContinental Hotel where the Nigerian president is lodged. The meeting is the objective of his visit.Several presidency sources have confirmed to SaharaReporters that the President and several government officials partied heavily into the early hours of this morning as they celebrated Mr. Jonathan's 56th birthday.The Nigeria leader is accompanied on the trip by several Ministers and officials, but three state governors who were invited to accompany him did not show up. They include the Governor of Delta State, Emmanuel Uduaghan, who opted to go to Poland. He was reportedly afraid the London Metropolitan Police might pull him aside for questioning concerning his role in the money laundering fraud that led his cousin and predecessor as governor, James Ibori, into jail in the United Kingdom.Plateau State Governor Jonah Jang and his Borno State counterpart, Kashim Shettima, were also both invited on the trip both they did not show up.Last February, during another visit to London, Mr. Jonathan came down with an intestinal disorder described as Amoebic Colitis and he underwent testing at the London Clinic on Harley Street. Operatives of the Special Fraud Unit, SFU, Milverton Road, Ikoyi, Lagos have arrested a 24-year-old man who posed as a lady to defraud a United States of America couple of$42,497, purportedly for the purchase of a property in Lagos.The suspect, identified as Olafinraye Adedamola, admitted the offence while being paraded yesterday.photoHe was said to have connived with a Malaysian lady to defraud the couple. The Malaysian lady, according to him, was his Facebook friend, adding that he had intended to use the money to further his studies in a tertiary institution.How he was arrestedExplaining how the artisan who trained in aluminum works was arrested, spokesperson for the unit, Ngozi Isintume-Agu, a Deputy Superintendent of Police, said: "An intelligencereport dated September 24, 2013 from NigerianFinancial Intelligence Unit (NFIU), Abuja addressed to the Commissioner of Police, Special Fraud Unit (SFU) alleged that one Olafinraye Adedamola opened a USD Domiciliary Account No. 273/6980678251/0 with the Demurin, Ketu, Lagos Branch of Sterling Bank Plc and through suspicious circumstances, cumulative sum of USD 42,497 was paid into the account by unsuspecting victims abroad between August 13, 2013 and September 16, 2013."The suspected illicit inflows were followed by immediate cash withdrawals by the suspect who appeared to have no known affiliation with the international depositors."SFU operatives swung into action and investigation carried out on the domiciliary account revealed that $18,129.92 is still left in the account and a lien was immediately placedon the account."The suspect was traced to his house at 7, Agidi Road, Oshogun, Alapere, Ketu, Lagos but he evaded police arrest and his father, a proprietor of a moribund driving school, feigned ignorance of his son's whereabouts. However, the fleeing suspect was later apprehended by the Police."Olafinraye Adedamola who posed as a lady named Janet was born in 1989 in Kosofe LGA Ketu, Lagos."An artisan who trained in construction of aluminum but currently a driving instructor in his father's moribund driving school located in Ketu, Lagos claimed he met a Nigerian at a conference in Malaysia who introduced him to the victim who requested that he purchased property for him in Nigeria which was the basis for the disbursement of the money into his account and that he had already bought a building at Ogba, Ikeja for N4 million and that the documents were with him."I intended to further my studies with the money- SuspectAdedamola who noted that this was his first attempt, said he first met the couple on Facebook and in the course of their discussion,booked for a meeting in Malaysia.According to him; "I posed as Janet on the Facebook, using a white woman's photograph.I told the couple that I was an estate manager and convinced them to buy property in Lagos."Since they have not been to Nigeria, they asked us to meet elsewhere and when I stumbled on a business conference that was holding in Malasia, I booked the meeting."On reaching Malaysia, I told a Facebook lady friend to pose as Janet after telling her what to say. That was how the deal was struck and they paid the dollar equivalent of N3.4 million into my account. I intended to use the money tofurther my studies because I am determined to be a graduate. I used part of the money to travel again to Malaysia for leisure in August."My regret is that I was caught at the end because I used my genuine data to open the account. I guess it was because it is my first time."The suspect, according to Isintume-Agu, will be charged to court.

Implementation of the agreement between the Federal Government and Academic Staff Unionof Universities, ASUU, may have to be delayed as the Chairman, Senate Committee on Establishment and Public Service Matters, Aloysius Etok, has said that the ongoing negotiations between the duo would be null and void without the input of National Wages and Salaries Commission.Senator Etok stated this during an oversight tour of the Commission. He said that under no guise should the Federal Government negotiatesalary or wage increase without the input of the relevant commission.He attributed most of the incessant industrial actions in the country to sentimental negotiation for salary increase in the civil service.He said: "We have said this earlier that on no account should Federal Government negotiate salary increase or anything that has to do with wages or salaries without the input of the Commission."They should avoid the issue of sentimental increase or negotiation and there should be no exceptions. The candidate of the All Progressives Congress, APC, Dr Chris Ngige says he has no confidence that INEC will conduct a free and fair election in Anambra State.He made this known at the press conference held on Sunday morning. The Academic Staff Union of Universities on Sunday dissociated itself from the planned resumption of academic activities at the EnuguState University of Science and Technology.The union said its attention has been drawn to the announcement by ESUT management that students are resuming academic activities today - November 18, 2013.It stated this in a statement signed by the Chairman of ASUU-ESUT, Prof. Agu Gab Agu and others.The union said, "The academic staff of ESUT dissociates itself from the above announcement."The statement also read, "While ASUU-ESUT mourns the demise of Prof. Festus Iyayi, a former President of ASUU, it awaits the direction of the NEC on the ongoing strike."Meanwhile, a condolence register has been opened for the late Prof. Iyayi at the ASUU Secretariat in ESUT, Agbani Campus.Prof. Agu described the demise of Iyayi as a big loss to ASUU. "His death was a big loss to the union, the academia and the country in general," he said.The ASUU-ESUT boss prayed that God should grant the family of the former ASUU president the fortitude to bear the loss.
The Academic Staff Union of University (ASUU) has dismissed report going round the media, especially social media platforms that it held of the union’s National Exectuve Council to discuss the possibility of calling off the strike.Chairman of the University of Ibadan branch of the union, Dr. Olusegun Ajiboye, said the stories of the meeting in Kano are rumours. He said in an interview monitored on Diamond FM, University of Ibadan, that there was no meeting scheduled by the union for Saturday as they were still observing seven days of mourning in honour of the late former national chairman of the union, Festus Iyayi.The union was last week scheduled the meeting of its National Executive Council to hold in Kano, where they were expected to take a final decision on whether to continue with their strike or accept the FG’s offer, but cancelled it when one of their colleague and a former president of the union was killed in a car crash by the convoy of the Governor of Kogi state.No new date has been fixed for the cancelled meeting, thus the fate of university students whoi have stayed at home for over four months remains unknown.

The Academic Staff Union of Universities (ASUU) at the University of Nigeria, Nsukka hasvoted to suspend the ongoing strike once the arrears of four months salaries are paid.At a meeting on Monday as a prelude to Wednesday's national congress in Kano, the branch said it was resolute about the issue of salaries which accumulated during the strike.The branch president of the union, Dr Ifeanyichukwu Abada, told journalist in Nsukka, Enugu State, the decision to suspend the strike was to respect the person of "Mr President for stepping into the matter".Abada said, however, that the strike would onlybe called off in the university if the salaries from July to date were paid.He said the lecturers were not expected to resume lectures without the salaries.He said that if the national body failed to insist on the salary caveat, the UNN branch would continue with the strike until otherwise.The lecturers embarked on the strike from July 1 citing the non-implementation of some agreement they allegedly reached with government in 2009.

The Chapter's Chairman, Dr. David Jangdam, said this in Jos on November 12, 2013 Tuesday."Yes, the local ASUU chapter voted 159 to 88 against ending the strike at its congress on Monday, but we shall abide by any decision taken by the nationalbody on Wednesday," he said.ASUU's central body is expected to meet in Kano on November 13, 2013, Wednesday, to take a final decision on whether or not to end the strike after collating resolutions from various local branches who considered the offer by President Goodluck Jonathan during their congresses on Monday.President Jonathan had made the offers toward ending the strike during a meeting with the striking lecturers who are seeking better funding for the universities and improved welfare packages for the teaching staff.Dr. Jangdam told the News Agency of Nigeria (NAN) in Jos that the decision of the national body was final and binding on all local chapters."Even the strike was not supported by all the universities. Many local chapters of ASUU opposed it, but majority wanted it and we embarked on it," he said.He explained that ASUU's decisions were usually from bottom-to-top with representatives at meetings having to revert to the local branches before any decision would be taken.Dr. Jangdam also rejected suggestions that thelocal branch's position was influenced by the internal disagreement with management over the conduct of the post-UTME examinations during the strike.ASUU had condemned that action, and declared that the examinations were "illegal, wasteful and of no effect"."At the congress meeting yesterday, we made it clear that no local issue will be discussed."Our focus was solely on the issues related to the national strike. Despite the triumph of the Golden Eaglets Friday in Abu Dhabi it was a show of shame and national disgrace as NFF General secretary Barrister Musa and the Federations First Vice President Chief Mike Umeh exchanged blows in public, right inside the stadium.

Eye witness account has it that problem started brewing early evening when Chief Umeh wondered why members of the League Management Committee were allocated " better cars" than NFF chieftains. He then and there told a colleague that Musa was incompetent and not fit to handle NFF matters.

On getting to the stadium, Chief Umeh was given a Category 1 ticket and again he complained insisting that every country was given 20 VIP tickets and wondered why he could not have one as NFF Vice President.

At the stadium Chief Umeh boiled over when he saw members of the LMC in the VIP Box and challenged the GS who said he knew nothing about it "Oga two of us are seating here, I don't know anything about tickets besides I just arrived yesterday " the General Secretary replied. He was shocked when Chief Umeh said "you are a useless man .

I have to trek five minutes to ease myself in a competition that belongs to us?" That really got Barrister Ahmadu angry and he told him to withdraw the statement. Instead Chief Umeh repeated it and the General Secretary said he was a " hopeless man". As they were sitting together they rose to their feet and went for each other's jugular saying a lot of unprintable things.

The intervention of some board members including Chief Inyama and some Management staff did little to assuage them. It took some time to get Musa to leave the seat for another one. A board member has called for a probe of the incidence when they get back home. "It was shameful to say the least. Chief Umeh did not behave maturely but there is need to find out where all our VIP tickets went to," he said.

Meanwhile, it was gathered that the NFF is spoiling for a war with the National Sports Commission, NSC over its penchant for sidelining it whenever football matters get to the presidency. An inside NFF source said the federation members were not happy when the NSC failed to provide seat for them during the reception for the Super Eagles after they won the Africa Nations Cup in South Africa.

"The NFF is not ready to be pushed aside when the President hosts the Eaglets in Abuja. This ceremony is an NFF ceremony, so the NSC should not push the NFF aside. In fact the NFF president, Alhaji Aminu Maigari has done well and should be commended. He even deserves a national honour," the source stressed.

President Goodluck Jonathan is expected to host the victorious Golden Eaglets today in Aso Rock to show the country's appreciation for their feat at the U-17 World Cup which has brought honour to the country, his Media aide, Dr. Rueben Abati disclosed shortly after the team won the trophy Friday.

The National Working Committee (NWC) of the New Peoples Democratic Party (nPDP) on Saturday set up a six-man Reception Organising Committee to prepare a reception for the five new Governors of the PDP who have decided to join the faction.

The decision was taken at its NWC monthly meeting in Abuja, presided over by its National Chairman, Alhaji Abubakar Kawu Baraje, a statement by National Publicity Secretary Eze Chukwuemeka Eze said.

The meeting also welcomed the ruling of the Appeal Court which returned Prince Olagunsoye Oyinlola to his seat as the National Secretary of PDP.

"It pleaded with him to ensure that the impunity in PDP becomes something of the past as we await other court rulings that will restore the Baraje-led NWC as the authentic NWC of the party to enable us join him in rebuilding the party," it said.

Following consultation with the party's Legal Adviser, Barr. Eric Opia, the NWC also decided that Prince Oyinlola does not need another oath of office to return to work as PDP National Secretary as he had previously taken the PDP's oath of office alongside other members of the NWC that were sworn-in at the Eagle Square on March 24, 2012.

"The NWC welcomed the initiative of the National Security Adviser to President Jonathan, Col. Sambo Dasuki, to further broker peace amongst the G7 Governors, PDP and the Presidency knowing the implication of the continued crisis on governance and the security of the nation," the statement said. "The NSA has once again by this act demonstrated that he is a statesman unlike some of the hawks in the Presidency who prefer that the crisis in the party continues. These hawks are deceiving Mr. President into thinking that they love him more than those in the nPDP while they are actually engineering his political misfortune."

Members of the Reception Organising Committee are Dr. Sam Jaja, the National Vice Chairman of nPDP; Nasir Isa Abubakar, the National Organising Secretary who is to serve as the Secretary of the Committee; Abubakar G. Umar, the National Treasurer; Hon. Binta Masi Garba, the Women Leader; Mr. Timi Frank, the Youth Leader; and Chief Eze Chukwuemeka Eze, the National Public Secretary.

The committee is to submit for immediate consideration by the G7 Governors the venue, logistics and modalities for receiving the five Governors, ex-Governors, Nationalists and key members of the National Assembly who have indicated interest in joining nPDP.
President Goodluck Jonathan may disagree with the House of Representatives in terms of the probe into the controversial two bulletproof cars acquired for the Minister of Aviation, Ms Stella Oduah, by the Nigerian Civil Aviation Authority.

It has been learnt by the journalists that the President may be very objective in his judgment and may discard the report of the House Committee.

Stella Oduah had earlier appeared before the House Committee earlier and defended herself with all proofs that due process as specified in the Public Procurement Act was followed.

Anyway, the House had recommended that Jonathan fires the minister of aviation for going beyond the official limit she was to approve for any purchase and to sanction the former acting Director General of NCAA, Nkemakolam Joyce, and the Agency's Director of Finance, Salawu Ozigi.

The panel has also recommended for the immediate termination of a loan agreement of N643, 088,25 to finance the purchase of 54 vehicles (including the armoured vehicles) between the NCAA and the First Bank of Nigeria; Coscharis Motors Limited is to be urged to return the N255m meant for the bulletproof vehicles.

However, an insider source in the Presidency has disclosed that President Jonathan is free to either act on the recommendation or not.

The source revealed that the essence of another Committee as set up by Jonathan was to look at the case objectively and from a more neutral angle, saying that Jonathan's intention from the onset was not to act on the report.

He said, "I am sure you are aware that the President also set up an administrative panel to probe this matter.

"If he has confidence in the House of Representatives probe and is duty-bound to implement its resolution, he would not have bothered to set up a separate probe panel.

He claims that the resolutions of the National Assembly are simply advisory and Jonathan is not legally bound to implement them.

The House is equally not oblivious of the fact that the president is not legally bound to implement its report.

Reacting to this, House spokesman, Mr. Zakari Mohammed said, "It is the duty of the Executive to implement reports; if they say they will not implement, it is left to Nigerians to judge."

"In plenary, we shall take a formal position on the matter. We will respond to the Presidency appropriately. We would have been surprised if they accepted to implement the report."

Mohammed also blamed the Presidency for failing to implement other House resolutions. According to him, 36 bills passed by the National Assembly are awaiting presidential assent.


All branches of Academic Staff Union of Universities (ASUU) will hold their congresses today to brief its members on President Goodluck Jonathan's offer.

Nigeria public universities were closed down several months ago as a result of the Federal Government's failure to implement the agreement it entered into in 2010 with lecturers.

There have been a lot of calls to the Federal Government and ASUU to come to a compromise so that students resume academic activities.

Both warring factions had maintained hard stand on the issue as ASUU argued that poor funding was responsible for the dwindling fortunes of education and its attendant poor quality of graduates, while the Federal Government said the university lecturers downed tools over enhanced earned allowance.

The leading members of the Senate and President Jonathan had separate meetings with the union and relevant stakeholders last Monday, in the coruse of which new offers were made to the teachers with a plea for them to re-open universities.

A branch Chairman of ASUU stated that the outcome of today's meeting of the various branches would be announced to the national leadership of the union, which will in turn convene an emergency NEC meeting between Wednesday and Thursday this week to consider the positions of various branches .

The Chairman, who did not want his name to be mentioned, said:

"It is at the meeting that the various branches will take position and communicate same to the national leadership Monday evening, then an emergency NEC meeting would be convened between Wednesday and Thursday.

"We have not been told of the venue, but we were told to prepare because it would take two days by road from my branch."

According to his words, calling for a strike or calling it off is not the decision to be taken by the ASUU President (Dr. Nasir Fagge) or the national executive alone.

There are indications that the Academic Staff Union of Universities (ASUU) may call off the their lingering strike on Thursday.

Barring a last-minute change, the National Executive Committee of ASUU will meet on Wednesday night to consider the position of the congresses of the over 50 public universities regarding the offer made by the FG to revamp the institutions.

ASUU and the FG presided by Goodluck Jonathan met last Tuesday (started on Monday) in Abuja.

Then ASUU leaders briefed the zonal coordinators on the offer and ordered the local branches to organize congress meetings.

This step is to enable all the lecturers to be involved into the action the union would take after its NEC meeting on Thursday.

However, feelers from most universities that had organised their congresses revealed that ASUU would suspend the strike after the Thursday NEC meeting.

In some universities, the congress meetings will be held today.

However, there is no official information regarding whether the strike will be called off or not after the NEC meeting.

The Ibadan Zonal Coordinator of ASUU, Dr. Nasir Adesola, said,

"Yes, the NEC will hold on Wednesday evening but ASUU has a process which we are going to follow. NEC reserves the right to call off the strike after due consultation with members and this is why congresses are being called in all the chapters of the union."

Another source disclosed that some members had expressed mixed feelings about the Federal Government's new offer based on its refusal to honour past agreements.

A top official of the union, who confirmed the fears, told one of the journalists that although members' opinions at the zonal congresses were divided over the government's offer, the majority still decided to give the government the benefit of the doubt.

He also said that the majority opinion was that the review of the agreement which was supposed to hold this year should be postponed till next year in the interest of peace.

The official added that members were persuaded because President Goodluck Jonathan personally met with the union. They felt since the President was involved in the discussions, the government would not say that it was arm-twisted to make the offer.

One of the sources at the meeting between the government and ASUU revealed that the government after a long debate had agreed to inject N220bn yearly for the next five years starting from 2014.

According to this information provided from this source, Jonathan showed he was serious about ending the strike, both parties were frank during the longs-lasting discussions and demonstrated their commitment to the matter.

It was also added,

"The money will be released on a yearly basis at N220bn per annum beginning from 2014. For the outgoing year, the Federal Government will only release N100bn and this has been processed.

What is more, the National Universities Commission and the Trade Union Congress are to become joint guarantors of the new agreement while the Minister of Education will act as the implementation officer.

The source also stated that the government had agreed to revamp the public universities by ensuring that all the issues that always lead to strike were dealt with once and for all.

Iweha said security is being tightened in Kano, amid fears that insurgents are fleeing to the city from the three northeastern states currently under emergency rule. Soldiers and agents of the Department of Security Services (DSS) engaged in a shootout with the terrorist sect cell during security raids Hotoro Dan'marke and Brigade Quarters. "Sequel to the series of cordon and search operations being carried out by the Joint Task Force (JTF) and the men of the DSS in Kano, complementing the ongoing operations by troops in the North Eastern axis of the country, the JTF wishes to keep the general public abreast with developments," Iweha, the spokesman, said via statement. The strike of Academic Staff Union of Universities (ASUU) has entered its fourth month, and lecturers of the government-owned universities will on Monday hold a referendum to make some decisions.

Local chapters of the Union in each campus have invited members for the crucial meeting during which they will be briefed on the outcome of the 13-hour long meeting ASUU Executives had with the President Goodluck Jonathan and other officials of the Federal Government.

The briefing will be followed by voting in favour or against the continuation of the strike.

Though some members of the union are still sceptical about the promise of the government, there are indications that the referendum will favour ending the strike.

According to a union member, referendum is always conducted before a strike is embarked upon or called off.

The ASUU embarked on a strike to demand the implementation of the 2009 agreement with government on July 1.

Indications emerged on Thursday that the French tyre manufacturer, Michelin, might soon reopen its production plant in the country.
A highly placed source in the company told newsmen that Michelin might consider resuming manufacturing in the country if the Federal Government lived up to its promise of making the business environment conducive.
The Federal Government had, on Friday, at the opening of the Lagos International Trade Fair, said it would be offering tyre manufacturers a five to 10-year tax holiday as part of its commitment to the new automobile policy.
The Minister of Industry, Trade and Investment, Mr. Olusegun Aganga, who represented President Goodluck Jonathan at the opening ceremony of the fair, said the value chain on key automobile products, including metal, iron ore, plastic and tyre would also be improved.
He added that the new automobile policy would include bringing back Michelin and Dunlop, saying, "Part of the problem was that some of the tyres were brought in at 10 per cent, while some are 20 per cent and 40 per cent.
"Anybody that goes into tyre production like Michelin and others will start bringing in tyres at five per cent based on the level of commitment to produce tyres locally."
Although the Michelin source said the company would make its position on the issue public after due consultations, he, however, stressed that the idea of coming back was welcomed as Nigeria remained the biggest market in sub-Sahara Africa.
He said, "If the Federal Government follows the said plan, Michelin may begin producing here again; the company may consider the proposal.

The stage looks set for a thrilling climax at this year's FIFA U 17 World Cup as Nigeria and Mexico battle for the trophy in the 2013 finals.

Over the past few months, Mavin Records has made a concerted move to consolidate its position in the Nigerian music industry. Mavin has pursued a renewed ethos to raise its standards of quality and professionalism to a world-class level. Wande's vision has not aligned with ours and a few months ago all parties mutually agreed that a separation would be the best course of action.
Legal parties on both sides have spent the past six months trying to reach an amicable solution in terms of musical property rights. Wayne Rooney believes that Manchester United's extensive experience of beating Arsenal will stand them in good stead for Sunday's clash with the Premier League leaders.
The Red Devils are eight points behind the Gunners after a poor start to their title defence but are now unbeaten in eight matches in all competitions.

Consequently, Rooney is confident that his side can go some way to bridging the gap at Old Trafford.

"We're obviously capable of beating Arsenal - we've done it many times in the past," the England international told reporters. "They're on a good run of form at the moment and are top of the league, so we know it's going to be a difficult game. "But we have to go into that game confident, believing we can edge closer to them and bring ourselves back into the mix."
Although Arsene Wenger's side have been in impressive form, having not lost in the league since the opening day, Rooney is hesitant to mark them down as title favourites.

"We'll have to wait and see where they are in March," the 28-year-old remarked. "We've seen before that they've been in the top two until February and March and then they've faded off, so it's down to them to try to stay there.

"They're doing brilliantly at the minute and they're in a great position so it's up to us to catch them.

"We know we're capable of playing better and we're starting to do that; we need to start picking points up and see where we are come Christmas.

None of Stella Oduah

The House of Representatives Committee on Aviation has concluded that the Aviation Minister, Mrs. Stella Oduah is a serial liar.
The committee dismissed every single claim the Minister made during her testimony to the committee earlier in the week concerning the purchase of two bulletproof cars for her by the Nigerian Civil Aviation Authority (NCAA). This was contained in a report obtained by SaharaReporters.
"There was no provision for armoured vehicle in Nigerian law for a minister in any event, any procurement for an armoured vehicle must be provided for in the appropriation act and backed by relevant approval," the report said.
The committee also noted that the Minister and the Director-General of the NCAA claimed that both vehicles were purchased under a lease agreement with First Bank Plc.
"The assertion is not true because First Bank Plc clearly stated that they were procured under auto loan, this is clearly shown by the loan agreement between NCAA and First Bank."
Furthermore, it said, "The document submitted shows that BMW chassis No. DW68044 and DW68032 while on ground committee inspect BMW vehicle chassis No. DW68044 and W68011, the identity of W68011 is still unknown to the committee because the vehicle chassis number did not tally with the documents submitted."
Turning to other testimonies, the committee recalled that the Minister of Finance, Dr. Ngozi Okonjo-Iweala, clearly stated in her presentation that her Ministry did not approve any waiver for the two vehicles.
"Coscharis Motors Limited claimed that the Federal Ministry of Finance granted it import duty VAT, ETLS, CISS, and port charges waiver to import two number bullet proof BMW armoured cars, this claim is false. The Hon. Minister of Finance in the testimony before the committee stated that the Federal Ministry of Finance only granted waivers to Lagos State Government through Coscharis Motors Limited in 2012 for the importation of 300 units vehicles for use during the 2012 Eko Games and that the waiver did not include the importation of two BMW armoured cars."
Similarly, both Mrs. Oduah and the DG of NCAA claimed in their presentation that the procurement of the operations vehicles complied with the relevant laws of public procurement, fiscal responsibility and due process. This claim was countered by the Bureau of Public Procurement assertion that it was not part of the transaction between NCAA, First Bank and Coscharis Motors Limited to procure the operational vehicles. Furthermore, no evidence at complying with due process was shown however.
